Team Scholarships

We invite each federally-recognized, Title IV-B funded tribes to apply for a travel scholarship for up to 3 team members.

Your team should include:
  1. a tribal leader/government representative
  2. a tribal court representative, and
  3. a tribal child welfare worker.
The Fostering Connections Gatherings will provide tribes with information that will be useful if tribes are considering applying for Title IV-E funding, either directly or indirectly through tribal-state agreements.

Since these plans must be made by tribal decision-makers, we encourage your participation in a team consisting of leaders from tribal government, social services and the court system - as each plays an important role in federal funding implementation.

Teams of three persons will be selected on a first-come, first-served basis. Scholarships (travel and lodging) for three-person teams will be covered by the National Resource Center for Tribes. Tribes may also send additional team members at their own expense.

How do we apply?
Each member of the tribal team will need to complete a scholarship application. We encourage you to complete an online application on the left of this page. If you do not have computer access, you can mail or fax in a hard copy application to:

When is the deadline to apply?
We encourage all applicants to apply as soon as possible. There will be a limited number of travel scholarships available on a first-come, first-served basis.
  • Region 9 and 10 Seattle - July 21st
  • Regions 1, 2, 5, 7, 8 Minneapolis - August 22nd
What are the criteria for receiving a travel scholarship?
Scholarships will only be awarded to tribal teams. An application for a tribal team is complete when all 3 members of your team have completed their scholarship application. In the event you can only send 2 members or less, an explanation will be required on the scholarship application. Each application must be filled out completely with no missing information. Each application will be stamped with a date and time of receipt and will be awarded on a first-come, first–served basis.

If my team is awarded a travel scholarship, do we still have to register for the Fostering Connections Tribal Gathering?
Yes. If you will be attending the Fostering Connections Tribal Gathering, you must register.

What if my team is not awarded a travel scholarship?
In the event your team is not awarded a travel scholarship, you are still welcome to attend the Fostering Connections Tribal Gathering at your own expense. Participants will need to register for the Fostering Connections Tribal Gathering at www.NRC4Tribes.org.

What does the Travel Scholarship cover?

Airfare
Round trip airfare will be provided in the travel scholarship. We cannot reimburse you for baggage fees, in-flight meals/beverages/movies, or other airfare related expenses. Plan on bringing snacks for your flight. Beverages are available for purchase at most airport boarding areas and in-flight. Please note that your airline ticket will be non-transferable and non-refundable. Should you be unable to attend and have to cancel your ticket, you will be required to reimburse the NRC4Tribes for the cost of your airline ticket. The airline credit will be issued in your name.

Mileage Reimbursement
If you are requesting mileage reimbursement, we will reimburse you at the current Federal per Diem Rate of 51 cents per mile (not to exceed the cost of round trip airfare to and from the Fostering Connections Tribal Gathering meeting location). A travel expense form must be completed to receive a reimbursement check. If you have requested to receive a mileage reimbursement, you will be emailed this form. If for any reason, you do not receive this form, please contact Jessica Allen: Jessica@tlpi.org. All reimbursement checks will be mailed to the address provided unless special arrangements have been made.

Hotel
Lodging will be provided in the travel scholarship and will only cover the room costs and applicable tax. Your room reservations and arrangements will be completed by the NRC4Tribes. Upon check in, you will be asked to provide a credit card for incidentals expenses such as local and long distance telephone calls, pay per view movies, and/or room service charges. If you don’t have a credit card, you may be required to pay a ONE-TIME deposit in the form of a personal check, money order or cash and will be refunded in full at check out, minus any charges for the above. What does the Travel Scholarship not cover?

Transportation to the Airport

We cannot reimburse you for airport parking, shuttle bus service, taxi fares, or mileage to and from airport. Ground transportation and shuttle information can be found on the hotel information page for each Fostering Connections Tribal Gatherings.

Meals
Your travel scholarship will include two meals (breakfast and lunch) for each day of the two day gathering. Per diem or meal reimbursements beyond these four provided meals will not be covered.
